For Ohio, this crisis has become their method of medical reform the state is simply interested in keeping its medical doctors, whatever the cost to civil liberties. Yet, it has been forced over the years to adjust its reforms to meet somewhere in the middle between multimillion dollar settlements for a coffee burn on the leg and setting the cap too low to be an effective deterrent to poor business practices.
